Text from the fraud site:

Six easy steps for a safe transaction:
Step 1: Buyer and Seller Agree to Terms Both parties agree to terms of the transaction, which includes a
description of the vehicle, sale price, number of days for the Buyer's inspection, and any shipping information.
Step 2: The Seller brings the vehicle to one of our offices. We DO NOT deliver stolen or wrecked vehicle, when a Seller brings a vehicle for inspection, he must prove with legal documents (title, bill of sale ..etc) that he is the rightful owner of the vehicle.
After we inspect the Vehicle we start a new transaction.
We notify the Buyer that the vehicle is in our custody and we provide him with shipping details, payment information and any other related details.
Step 3: Buyers Sends Payment and We Start Delivery -Using the payment information provided by us, the Buyer has to send us the payment for the vehicle. After the payment is confirmed, we start the delivery process to the Buyers location.
IMPORTANT: We do not forward the payment to the Seller! The Buyers payment will remain in our trust account until the vehicle arrives at the Buyers location and the inspection period is over (7 days)!
Step 4 Buyer Receives the Vehicle -  if the vehicle is not as described by the Seller, the Buyer has the option to reject the vehicle
(In this case, we will give a full refund to the Buyer and we send the vehicle back to the Seller)
Step 5: The Vehicle is accepted by the Buyer - If the Buyer is not satisfied, he must notify our agency of any problems with the vehicle before the end of the inspection
period. A solution to most problems can usually be negotiated between the Buyer and Seller. If this is not possible, the Buyer must return the vehicle to the Seller (at
Seller's cost).
Step 6: After the Inspection Period is over, if the vehicle is accepted by the Buyer, we forward the payment to the Seller. The transaction is complete. Processing and delivery time by disbursement method: 1 day for wire transfers and 5 days or more if disbursement is by check.

Oh! what a tangled web we weave When first we practise to deceive! Sir Walter Scott NEVER use instant payment services like Western Union or MoneyGram to buy items on the internet
